Of all the cities described in Lovecraft's visions of Massachusetts, perhaps none is as deadly as the small fishing village of Innsmouth. Decrepit and dying, Innsmouth is consumed from the inside by an ancient pact once made to save the city. Investigators will find no help as they explore the rotten docks and fetid beaches. In the end, perhaps the only way to save Innsmouth is to destroy it with the terrible creatures that haunt its waters near Devil's Reef.

Innsmouth Horror introduces new concepts to the Arkham Horror board game, such as Investigator-specific Personal Stories and the Innsmouth Spawn. The city of Innsmouth is hostile to the investigators who risk being thrown in jail and fed to a Shoggoth during their search for evidence to call the feds. But letting the situation escalate is a bad idea because the Deep Ones will multiply and bring with them the Great Old One.

The Horror of Innsmouth also features 16 new investigators, eight new Great Old Ones, two new Heralds, Epic Battle cards for the new Great Old Ones, over 30 new monster counters, new encounters, and a board representing the city of Innsmouth. In total, this expansion adds more than 300 new cards to the base game.
