You need to implement changes in the city to eliminate all existing nuisances but also to make sufficient progress in 3 of the 5 key indicators.

To achieve this goal, you will select and assign experts to carry out the evolutions.

But these experts will also have to be used to manage crises that, if they accumulate, will make you lose the game.

Each of you will be assigned specific powers (roles) and will have access to good plans to help you accomplish your common mission.
